Floating vs. Incremental Date

I18N-ISSUE-85, HTML-Bug: 17854

This field displays an alert showing the value computed from the date field 'onchange'. If you enter a date in the format 'yyyy-mm-dd', you'll see that the actual date value displayed varies according to your local time zone because the date isn't "floated". If your time zone is west of UTC, then the date displayed is always the previous day!

Hixie's Scenario from Bug 17859

Ian contends that we don't want @lang to change the interpretation/display of date values more than we want to give page author's control over the format of the dates.

The time field

The time field adds date/time value information to a piece of text. It doesn't change the rendering in any way.
